Removing the Carburetor Disconnect the spark plug lead and secure it away from the spark plug. Then, remove the air cleaner assembly. Turn off the fuel valve at the base of the fuel tank. If your engine does not contain a fuel valve, use a fuel line clamp to prevent fuel from draining out of the tank while the carburetor is disconnected from the engine. Some carburetors contain an electrical device at the base of the fuel bowl to control afterfire. Disconnect the device, known as an anti-afterfire solenoid, by removing the wire connector from the solenoid’s receptacle. With the carburetor still connected to the governor, unfasten the carburetor mounting bolts. If a connecting pipe joins the carburetor to the engine block, first remove the pipe mounting bolts.

I bought two parts to replace the tineshaft oil seals, but I noticed a problem with spacing.
The tine assembly has just under 2″ between the bolt hole and the inside edge which buts up against the housing or gear cover on the left. Does anyone else see this problem or is the tineshaft no sitting in the proper place on this unit, which might mean there are other problems inside the transmission housing. Click here for picture. Connect the solid link to the throttle control bracket. Mount the bracket to the carburetor and then mount the carburetor to the engine. Make sure the governor spring does not bind with the solid link. When installed correctly, the governor spring will be under the long governor link. It is possible to put it on wrong. If you do, you will know because when the governor spring is under the link, it will bind.
If you put it on top of the link, it will bind, so you have to turn the solid link around. TNT engines have the same governor link set up as the TVS engines, except the short solid link is connected to the second hole of the governor arm and the spring is connected to the tab, located next to the throttle control bracket mounting posts.

The cable on mine actuated the choke lever indirectly- by the pivot and frame arm within the speed control bracket. Mine did not have any direct influence on the throttle shutter at all- the governor did all the work and made it run at a fixed RPM. In hindsight it was supposed to. It does not give me the option of dialing in an RPM I like. Did you take off the speed control bracket and play with it yet?
There’s an alignment procedure for the speed control bracket in the Tecumseh Technician manual on page 29 which helped me understand all the relative movements in the linkages.
Solution: Remove carburetor, remove float bowl and float, and use a carburetor jet cleaner wire set or an oxy-acetylene welding torch tip cleaner to clear out the dried gas and/or dirt/debris from the main jet. When cleaning the hole (orifice) in the main jet, use a wire cleaner of the appropriate size, and be careful not to enlarge the hole.
Chokes have been a thing of the past on motors used on push mowers for quite a while, not because of emissions, but because people do not know how to use them properly. A primer bulb works better, but people still manage to mess that step up also. The new hondas on the lawnboy mowers have a thermostatically controled choke. The choke is engaged and then a temperature sensitive spring opens the choke slowly or quickly based on the ambient temperature.
Though I agree with what you have said about fixed throttle and chokes being misused. Emissions is indeed what manufacturers are after with chokeless and throttle fixed small non road engines. In April , EPA proposed a new emission control program that would reduce hydrobcarbon emissions from small spark-ignition engines by about 35 percent. The new exhaust emissions standards would begin in or , depending on the size of the engine. The proposal also includes new standards to reduce evaporative emissions from these fuel systems.
